Minnesota approves Seeing Stars and LiPS programs as evidence-aligned literacy interventions

Research is clear: strong readers are built through intentional, evidence-based instruction. Our programs continue to earn statewide approvals as districts and educators seek approaches proven to support meaningful student growth.
A recent review conducted by the Minnesota Department of Education (MDE) and the Center for Applied Research and Educational Improvement (CAREI), connected to the Minnesota READ Act, identified evidence-based literacy intervention materials for K-12 students.
The MDE’s Intervention Program Review sought to identify evidence-based intervention programs aligned to structured literacy practices and supported by research meeting ESSA Tier 1 (Strong) or Tier 2 (Moderate) evidence.
The list includes Seeing Stars: Symbol Imagery for Phonological and Orthographic Processing in Reading and Spelling for Grades K–12, with a focus area of Phonics/Morphology and it includes Lindamood Phoneme Sequencing Program (LIPS) for Grades K–12, focused on Phonemic Awareness and Phonics/Morphology .
These endorsements reflect a growing commitment to evidence-based instruction that prioritizes explicit foundational skills, rich language development, and measurable outcomes.
